Japanese nationals can visit Italy for up to three months without a visa but there is no work visa or permit restrictions in Germany for voluntary work.

Non EU nationals wishing to live and work in Germany must have a work permit, which is applied for by the employer.  A Working Holiday Visa is also available.

If you intend to visit Italy, on holiday, a business trip, to study, work, volunteer or as an emigrant you should get up to date and accurate information from the official website of the Italian Ministry Of Foreign Affairs.
